The pilot succeeds. The metrics are positive. The stakeholders are enthusiastic. And then nothing happens.

This pattern is remarkably common in enterprise modernisation. The pilot proves the concept, but the organisation lacks the operational readiness to scale it. Change management was not planned for. The team that built the pilot moves on to other priorities. The business case for scaling was never formally made.

Programs that sustain momentum share several characteristics: executive sponsorship that extends beyond the pilot phase, a dedicated team with clear accountability for scaling, and a roadmap that was defined before the pilot began — not after.

The pilot should be designed to answer specific questions about feasibility and value. If those questions are answered positively, the next phase should already be planned and resourced. Momentum is a design choice, not an accident.
